The brackets are designed to replace the portion of the steering wheel buttons that would typically house the factory cruise control buttons for the newer wheel. The buttons require the original locking tabs on the rear portions of them to be removed to provide adequate clearance for the button bracket. The motherboard for the newer buttons needs to be cut along the red line shown in picture 3. It is directly underneath the connector for the newer buttons. You can reuse the upper 4 buttons from the newer wheel by using the clock-spring from a 1998-2002 Lincoln town car, and running the wires to a aftermarket head unit. This clock spring mentioned will bolt on directly to the older steering column with zero modifications.
Note, these buttons are intended to be a tight fit upon install into the housing. Once you align them to your liking I recommend a few drops of super glue on the rear portion to hold the buttons in place permanently.
